Can a person who has amblyopia apply for the blindness credit on taxes?

In order to qualify, the individual would have to get a statement from her eye doctor or optometrist that she cannot see better than 20/200 in her better eye with gles or contact lenses, or that her field of vision is 20 degrees or less.
