Under the presidents watch?

There is no blame if you are talking about civilian deaths in War. War is all about killing and if the civilians are in the way, they will get killed. The problem both Presidents have is that the enemy are dressed in civilian clothing and operate within the civilian population. Unfortunately, if the U.S. is going to be successful, the civilian body count will be high. This is not WW2 where armies go out in a field and fight it out. This is all about patrolling neighborhoods to root out the combatants.
